Hmmmm....
Sounds to me like a good candidate for splitting into seperate screens.
I don't know what options you're trying to set up, but isn't there a
logical way to split them up, so that each set of options is available
from the main screen or window via a button?
If you've got so many options on screen that they look cramped at 640x512
and with the smallest type face, they'd surely be better off seperated
out a little.
To answer your actual question, 640x512 is standard PAL Hires-Laced. You
might get a little more with overscan. But in all honesty, if you're
looking at a screen that size on a TV, using a 5-point font, you'll get
major eyestrain.
